She is everything he is, except for the fact of her being half of a super soldier. Four years prior to Steve Rogers' defrosting, Amara was captured by Hydra and experimented on. Hydra only got some of the super soldier serum in her until Nick Fury and Natasha Romanoff came and rescued her. For her safety, it was best for her to join SHIELD so she can be trained and have protection.
