Drac already made phases witches have to complete, before challenging him to show if they are worthy of battling him or not. The Council of Power used these phases and made it a test. How far a witch/wizard gets in this test decides if they are powerful or not. If they make it far enough to challenge Drac himself, then when they are old enough they will join the Council of Power.
