It's year 3020 and population is rapidly increasing along with the decline in economic growth.

When the economy hits rock-bottom, the government made a solution- and that is to utilize its people by making alterations in human genetics and brain processing with a centralized command control system so they become competent humans. After the process, they were called NEW and deployed in different fields to serve the country.

They thought it was a great solution to the underlying problems until one of the NEWs resist control and see it as violation of basic human rights.
