Harry remembers the night Voldemort attacked his home. He remembers the old man that sat watching the whole thing. He remembers magic.
So when Dumbledore brings Harry to the Dursleys, he knows what he is, who he is. He eventually learns how to access his magic, after a gruesome beating from his beloved Uncle.
So what happens when he sees a tall faceless being watching everyone, yet no one else sees the being?
