Gavin Parker, twin brother of Peter Parker became Spider-Man at age 13. That was 3 years before Young Justice was formed. His brother was the first to find out, then both Aunt May and Uncle Ben. A year later Gavin, Peter and Uncle Ben were on a guys day out Peter and Uncle Ben were shot and killed. Gotham had reaped another 2 innocents. Another year passed and despite his age he was offered a spot on the Justice League. He denied said offer saying "If I were to be on any team it would be composed of people his own age." Thus giving the Justice League an idea to ready their sidekicks for the Justice League by comprising a team.
