Peeta and Cato meet before the games when Carl's dad is a Peacekeeper and takes him to district 12 with him we're the two meet. The two form a friendship and write to one another to Peeta's family and friends dismay. However a few years down the road the reaping comes and Peeta's world gets changed but is it for the better or worse. (I know this is a small fandom)
