Sakura is on the run because her Quirk has caused her pain for most of her life. Hyewon is a hero who hasn't been acting the same after her best friend passed away. Clashes between them is bound to happen. Based in the world of My Hero Academia where powers (or Quirks) exists within in 85% of the population.
