Arthur Armstrong is a young soldier that only wished for peace, but he and many people like him suddenly gained a strange power that caused war between countries all over the world.

People like him who gained supernatural ability were called Espers. They are branded as monsters by the society and were treated as weapons by the government. Countries forced their Espers to fight war with another country for supremacy.

Arthur, pledge loyalty on his country but he didn't want to fight his fellow Espers, who are also just being used by their own country. A certain event left him with no choice but to fight and swore revenge, when a Russian esper killed his beloved wife and serves as a threat that could destroy the whole world.
