Hannah had thrown away just one tape. Layla Foleys, a troubled teenager herself. While Clay investigates everyone tape through tape, Layla scrounged the school for any information on Hannah's suicide as much as possible. Having Justin as a brother just put the pieces together enough for her to realize she was all apart of this too, among everyone else.
