The White Masks...it didn't start as a terrorist organization, you created it to help people...you could say it was a private army, mercenaries whatever, but three of your soldiers thought that we could do more than help people...rule them and to do that it didn't matter if you have to make them fear you.
That wasn't what you wanted and because you didn't share their goals, you had to be removed from the picture...
