Rouge omegas aren't rare but they also aren't common and they are very hard to tame and any alpha would have difficult taming a rouge omega but being a quirkless rouge omega is even more uncommon and that's what Izuku Midoryia is.

One day his idol All Might offered to give his quirk to Izuku and train him to be the next symbol of peace even with the knowledge of know what Izuku is since he himself is a rouge omega that was once quirkless as well but only a select few know this and one being his mate who is Katsuki Bakugo aka Kaachan
