Yet for the rulers of Castella and Valeria, two kingdoms long locked in a war of legitimacy and land disagreements, it is the perfect scapegoat for declaring the high ground. And when Castella's king manages to get the most powerful Valerian mage known to man under his thumb, there is nothing anybody can do to disprove the wild displays he puts on to prove that he has the Flower; Valeria has to fold to his power.
