Andrew never had a choice in his life. He didn't choose to be born female, he didn't choose to come out to his family, and he didn't choose to be given superpowers. Becoming a superhero, in his mind, was a way to take control of his life, a way to finally make a choice, a way to be the superhero kids like him could relate to.
