As detective Anderson and deputy Johnny fallow a sadistic serial killer and try to catch him before he strikes again but it seems like no matter what they do they can never seem to catch him. The sadistic murderer keeps staying one step a head one lap ahead of detective Anderson. what can they do and how do they stop someone who they never even see?
