Peter Parker has been raised by hydra.On his 1st birthday he was taken from his parents and aunt and uncle and they were killed trying to get him back but at the age of 8 S.H.E.I.L.D found him.

so after being trained and tortured by hydra he is being raised by S.H.E.I.L.D 's most elite agents so by the age of 16 he is a deadly assassin with spider like powers
