Midoriya love Katsuki, but she's afraid he doesn't love her so she creates distance. She doesn't want to call the feelings she has love.

Bakugou loves Deku, but he doesn't want to get rejected knowing he bullied her for so long. His pride and himself refuse to call his feelings love.

But even if they don't admit to it, they love the other.
