A.R.G.U.S. under the command of Amanda Waller years ago saw what General Eiling saw when it came to weaponizing metas such as Firestorm. However she had a more discreet way of doing so. With her access to resources, the future legacy of today's heroes are created and Waller is the "mother" of this new future.
