Percival O'Connell is Rick O'Connell's younger brother since childhood they were inseparable as children their parents worked as archeologist when Ricks and Pearcy's father left them and their mother, now years later after Rick and Percy survived what happened to there Gerson in Hamunaptra they return to Cairo where they spend three years there until Rick is thrown into prison, and about to be hanged but before his sentence can be carried out Evelyn and Jonathan Carnahan and Pearcy save him in return he is to show Evelyn and Jonathan the way to Hamunaptra ensure their safety back to Cairo, and Rick's promises are Percey's promises too. So when Evelyn brings back a mummy from the dead who seems to hold a personal grudge agent Pearcy for some reason now they have to fight to find a way to save the world from him.
