How to Send a Message Through a Bottle?

Three men in an island tried to send a message through a bottle.

The man on the left side of the island puts the only paper he have inside the bottle so he was hesitant to let it go and to hope that help will come soon. The other man send as many as he can through the bottles he found using any material he can put in it. Then another man is always doubting because it seemed pointless to let go of a bottle into the ocean and soon receive something in return.
