The Civil War has ended in favor of the Imperials, thanks in no small part to the Dragonborn. Ulfric Stormcloak kneels before her, ready to meet his kinsmen in Sovengarde, when he is spared unexpectedly. The Dragonborn finds his Thu'um to be of use to her, and Ulfric is now at her service -- as Dragon-bait.
