Capper is the bellringer of Klugetown, but, sadly, he is considered a monster by all, except a gypsy named Tempest. He makes it his sworn duty to protect her. But, Chancellor Neighsay has decided that Tempest will be his or she will be destroyed! Can Capper protect Tempest? Can he learn the secret of his past?
