After a radiation leak in District 13, civilians from around Panem experience strange events. It seems that, because of exposure to the radiation, citizens have acquired unique powers. Even The Capital has abilities.
Ever since The Capital learned about their powers, they've set "barriers" around the districts to prevent a them from using their powers to their full potential.
The Capital, feeling completely safe from the districts, still allows the Hunger Games to commence.
