Hate groups have been terrorizing Chicago by setting off fire bombs in the sewers and planting bombs on the subway tracks, causing a lot of destruction and deaths.

The Chicago Police Department can't keep up with all the carnage these groups are causing, so the Mayor calls out for help.

An Elite Force of people come to Chicago to help get things under control.
