In the near future, the government implements a policy to deal with criminals. They go through a "mindwipe." Their former personalities and traumas are wiped away. They get a makeover and are sent far away. The people left over are amnesiacs- or HARPs (Humanely and Aggressively Rehabilitated Person). The government reprogramming doesn't always work, though. Sometimes their past lives come back... violently.

Clara has mind wiped the Doctor, and now she is working with Ash (aka Ashildr) at their American diner in London. When she gets framed for a horrible crime, Sherlock and John come to the scene. "Don't Risk the Mind-Wipe" is from the opposite perspective (the Hunters from the first short) and questions how dangerous these Draupnir are and whether they should be help captive.
