President Caesar Snow stood at the famous podium, where he addressed all of Panem. As he stood, he pulled out a piece of paper, aligned his glasses on his nose, and read. “In accordance to the Twenty-Fifth Annual Hunger Games, we have dictated a new Hunger Games law. Every twenty-five years, we will prepare a large reminder to all of the rebels and relive those Dark Days. Each of these Hunger Games will be called Quarter Quells. Each Quarter Quell, we represent the victory over the Districts. In our First Quarter Quell, as a reminder to the rebels that their children were dying because of their choice to initiate violence, each District will vote their neighbors into the Hunger Games.” Caesar says before the din of the Capitol took over the rest of the five minute program.
